Todd majored in Architecture at the State University of New York, went on to start a design/build contracting company for 15 years which led him to specialize in antique home restoration. He is now the owner of The Public’s Adjuster LLC. After 16 years working inside the insurance industry as a High Value Property Adjuster for Royal & Sun Alliance, Liberty Mutual, and for MiddleOak/Middlesex, Todd came to the realization that while adjusters such as himself represented the interests of the insurance company in the case of a claim, the individuals filing the claim often had no one looking out for their interests. Todd is a member of CAPIA (Connecticut Association of Public Insurance Adjusters).
The mission of The Public’s Adjuster LLC is to support and represent the interests of individuals filing insurance claims, to help them receive a fair and accurate settlement.
When Todd isn’t adjusting claims you’ll usually find him riding his bicycle, hiking or woodworking.
Ramona Gallagher graduated with a Bachelor of Science degree from the University of Massachusetts. Ramona has been performing insurance loss inventories for over 15 years. She first got involved with inventories while working for Comprehensive Inventory Services; which later became Enservio Select. She worked there for seven years as Senior Project Manager specializing in high end insurance losses greater than 1 million dollars. Ramona is currently working towards a Certificate in Appraisal Studies in Arts and Antiques from the Rhode Island School of Design. She now enjoys working for The Public’s Adjuster LLC on any loss involving contents claim evaluation.
Dave has over 40 years experience as a property adjuster, examiner, and manager in the insurance claims industry. He attended the University of Connecticut before starting with Great American Insurance Company. He has also worked for the Covenant Insurance Group and Middlesex Mutual. He later founded and was president of Southern New England Claim Service, Inc., specializing in property claim estimating and adjusting. After seeing the direction insurers were going, and policyholders that were expected to fend for themselves while trying to understand their coverage, Dave chose to join The Public’s Adjuster, LLC. In his capacity as a public adjuster, he is now able to step in and make sure the policyholders are treated fairly while freeing them of the burden of presenting their claims and dealing with company adjusters. Dave is a member of the National Association of Fraud Investigators, and serves as an usher at Cornerstone Church in Cheshire.
Mike has been involved in the construction and restoration business for more than a dozen years. He has spent a significant amount of time in the field as a skilled carpenter and tradesman. He specializes in estimating and supervising construction and insurance restoration projects.
Mike has acquired certifications as a Water and Fire Restoration Technician.
When The Public’s Adjuster was founded, he and Todd worked closely together. After several years of running large restoration projects, he has come back to our team. We value his real world experience, his extensive knowledge of construction practices and how he can translate what needs to be done as a fair and concise scope of repairs to Homeowners and to Insurance Professionals.
Sandy grew up in Worcester, Massachusetts and moved to Connecticut 5 years ago. Sandy has in-depth experience in running & supporting offices in a multitude of business environments such as, sign manufacturing, fire suppression and sprinkler installation. She is proficient in Microsoft office products and VBA, and loves creating & maintaining databases. She is a Connecticut Notary and is a member of the National Association of Notaries.
Sandy is the mother of 2 children; ages 8 and 5. She is actively involved in her children’s PTA and school functions. Sandy comes from a big family, and is the oldest of six children. Her Hobbies include: reading, listening to music and cooking.
Scott has been trained in industry standard insurance estimating software with a focus on small losses. He has worked in the restoration industry for several years and is also enrolled as student at Gateway Community College in downtown New Haven, majoring in business.
Scott picked up his interest in estimating from his father Todd, and started a career at The Public’s Adjuster as a part time small loss estimator.
Scott’s personal interests include fishing, hiking, and building computers.
Eric graduated from Bradley University with a BS in Construction. He has worked for consulting engineering firms that specialized in scheduling , estimating, management and execution of large public and private industrial projects and in restoration of historic buildings.
Eric was employed by United Parcel Service for 25 years and was manager of the Plant Engineering Department in the Corporate office where he oversaw the construction of facilities all over the country. Eric was instrumental in implementing maintenance procedures and safety related modifications to facilities that contributed to bottom line profitability.
Eric has investigated building and infrastructure failures and developed cost effective solutions to mitigate these types of problems. He has experience with water, wind and fire losses.
Julie is originally from New York City, her career included Accounting Manager at Business International, a research, consulting, and publishing firm that was bought by The Economist. Julie moved to Connecticut and raised two children, during this period she was Co-chair for a community funded and built 10,000 sq. ft. wooden playground. Before joining The Public‘s Adjuster LLC, her work includes 10 years at Little Scientists; a company that has created 100 Science Curriculum Units and teaches over 450 Science Enrichment lessons for pre-k through grade 8.
Julie’s hobbies include gardening, the renovation of her purple 1870 Victorian home, UConn Women’s Basketball and the New York Yankees.

Juliana was trained by the Brazilian Air Forces to assist with the investigation of commercial flight accidents. She was also formally trained in negotiations in distressing situations. The negotiation skills she learned helped reach an agreement with the Department of Labor, which changed working laws in 2002, improving cabin crew’s working conditions nationally. This was pro-bono work she did for eight years while serving as a Director at a Cabin Crew’s Association in Brazil.
Juliana has been working in the construction field for eight years and has managed construction projects ranging from $15,000 to $500,000. Most recently, she worked as a property Insurance Adjuster for Travelers Insurance, handling High Value homeowner claims and commercial liability claims. Juliana takes great pride in representing and helping homeowners and business owners obtain a settlement that is fair so they can rebuild their homes, or their businesses, in the least amount of time possible.
She is currently working towards obtaining a psychology degree with a minor concentration in Business Management. Her son Ben is her greatest joy and they enjoy hiking, dancing, traveling and discovering new places.
Before moving to the USA Juliana lived in Brazil, Abu Dhabi, UAE and Paraguay.
Edgar is a passionate bilingual business professional with over 20 year experience in Property Claims Adjusting. A native of Colombia, S.A. came to the US and has lived in the New Haven County area most of his life. He returned home to North Haven, CT. after serving in the USMC at Camp Lejeune, North Carolina.
In 1995, he began his career in the Insurance industry as a Public Insurance Adjuster, to protect homeowner interest by advocating for insured rights to proper indemnification following a property loss. The procurement of new clients through direct marketing, policy reviews, determination of coverage, ensuring proper compilation and presentation of estimates, assisting insureds in the preparation of additional living expenses and business interruption claims, to then prepare and execute the legal documents to a fair settlement.
Edgar brought his skills to The Public’s Adjuster LLC. Edgar is knowledgeable of the culturally diverse needs of our clients, while working directly with each individual client to maintain and develop high professional long-term relationships. Edgar’s has a reputation in striving for higher goals and aspirations to help the greater good of the community to maintain current accounts and expanding The Public’s Adjuster service footprint by meeting the needs of clients, while maintaining the highest quality that fosters exceptional client service.
In his free time, Edgar and his wife Marilyn enjoy the outdoors. They have three sons Neekoli, Joshua and Giovanni and a dog named Rocky. They enjoy spending time watching their three sons playing soccer.
Scott attended LaSalle University in Philadelphia where he majored in finance with a concentration in risk management and insurance. Scott has been performing insurance loss inventories for more than five years. Previously, Scott worked as a commercial auto claims adjuster with The Hartford Insurance Group. Scott’s role at The Public’s Adjuster will be to assist Ramona Gallagher with contents inventories.
Scott grew up in Fairfield CT. He currently lives with his wife in Ansonia.
Scott is excited to continue his career with The Public’s Adjuster.
Andy grew up in Atlanta, Georgia. He is a 2004 graduate of the University of Mississippi and a former Defensive End for the Rebels. He studied finance, because he liked learning about risk management and how it’s applied in different situations.
Andy has worked as a financial analyst with well established companies such as Southwest Airlines and Verizon. These roles have taught him the importance of detail, diligence, and resourcefulness when it comes to getting things done. He is happy to find a firm that has developed a unique process that includes these same values.
Andy has been involved in Toastmasters International. He also enjoys running and he just recently completed his second half-marathon in just under two hours. He enjoys living in Wilmington, North Carolina because of the unique lifestyle that the city has to offer and he enjoys making new friends in the area.
